Description

This proposal for the 12th Charles Street Carnival and Festival of Community Arts states, “It has been decided that that the Carnival will have the theme AUSTRALIA to link with the bicentennial celebrations.” Two Cardiffs have been discovered in Australia and “We hope to use this information to establish links with Australia and to put on an exhibition similar to the American connections last year.”

A letter to Rolf Harris has not been replied to. Other ideas put forward include “A Dame Edna Everedge [sic] Look-alike fancy dress competition”, as well as a craft fair (Ebenezer Chapel or tent), stalls (street), children’s play area (Quaker’s garden), poetry readings (Oriel Gallery), live bands (Stage Door, Qui-Quis and CCYP), funfair (car park), and Red Dragon Radio Show. Acts already booked provisionally for street entertainment include The Land of Ginger Puppets, Circus Drop a lot, No Mean Feat, Haggis & Charlie, Cardiff Comedy Explosion, Paddy & Stephano and the clowns Richard Cummings and Paul Kennedy.

The accompanying Festival of Community Arts to include:
· music and drama performances at St David’s Hall
· Junior Schools competition involving project about Australian Aboriginals
· Writer’s workshop or poetry readings at St Peter’s Rugby Club on Newport Road
· Two-week programme of events at Chapter Arts Centre.

In June 1977, Cardiff Community Concern started the Charles Street Carnival as a community groups' alternative celebration of the Queen's Silver Jubilee. This became an annual event and grew into a separate organisation, Charles Street Arts Foundation. The Foundation came to employ artists and staff but was founded and run by volunteers. Cardiff Community Concern, also founded and run by volunteers, was an alternative advice and information centre for young people, based at 58 Charles Street. Both organisations were founded by Ian Horsburgh.
